Caden, in answer to your question "What's the problem", because the username you want is already taken, we need to ask that user if they are okay with you taking over the name. With the advent of SUL, individuals can have the same username across projects. Basically, while the English Wikipedia account called Shannon has zero edits and could be usurped, the individual with the username Shannon on the German Wikipedia has first dibs on it. No, I am afraid the name isn't available regardkess of whether the German Wikipedia account holder responds - they have created a "global account", which means that they have reserved the name on across all Wikimedia Projects.
