The only relatively good source is this but it is an interview hence not independent of him. He won a non notable award (Made in Rwanda Awards) hence doesn’t satisfy WP:NACTOR. A before search shows subject lacks in-depth significant coverage in reliable sources. This appears to be a case of borderline/bare notability.
