• An RfC has closed with a consensus that candidates at WP:RFA must disclose whether they have ever edited for pay and that administrators may never use administrative tools as part of any paid editing activity, except when they are acting as a Wikipedian-in-Residence or when the payment is made by the Wikimedia Foundation or an affiliate of the WMF.
• Editors responding to threats of harm can now contact the Wikimedia Foundation's emergency address by using Special:EmailUser/Emergency. If you don't have email enabled on Wikipedia, directly contacting the emergency address using your own email client remains an option.

Technical news

• A tag will now be automatically applied to edits that blank a page, turn a page into a redirect, remove/replace almost all content in a page, undo an edit, or rollback an edit. These edits were previously denoted solely by automatic edit summaries.

Arbitration

• The Arbitration Committee has enacted a change to the discretionary sanctions procedure which requires administrators to add a standardized editnotice when placing page restrictions. Editors cannot be sanctioned for violations of page restrictions if this editnotice was not in place at the time of the violation.

Assessing

Hi Dumelow. When I have come across articles which have needed little work I have simply done it, self assessed it and moved on. Similarly there have been a couple of articles which I have tagged as MilHist and assessed. I assume that this is appropriate but you may wish to have a check to see that I am assessing appropriately - I am relatively new. Thanks. Thanks for the beer! The guidelines are that you are generally OK to self-assess up to C-class, but advised to seek external views at Wikipedia:WikiProject Military history/Assessment/Requests for B-class assessment if you have made major contributions to the article (though what classes as a major improvement is questionable). Note that it is acceptable to change another editor's assessment against the checklist (articles change, un-referenced information is added, some information removed, our standards for assessment change or the original reviewer made an error). For example for the two B-class articles you listed I would have knocked HMS Tapageur (1779) back to a no on B1 for referencing (some uncited information at the ends of paragraphs) and 205th Tactical Fighter Squadron (JASDF) on B2 for coverage as it is very short, even for a squadron in existence for only 15 years. The whole process is fairly subjective and different editors will have different opinions, so it's not set in stone - in any case no one is going to get too worried about a B-class assessment, it is mainly so we can keep track of what improvements are required to meet a "decent standard" article. Thanks. That's very helpful. I am trying to avoid the temptation to self assess if my input was much more than a copy edit or a duplication of existing material such as transferring it to a lead or an infobox. (If it were much more I'd be tempted to enter it in the contest anyway.) Where I am falling down is in being reluctant/tunnel visioned when it comes to knocking back an existing grade. Hi again. A couple of things. Just for the avoidance of doubt, I am not counting all of those damned conquistadors for the competition. I think that I have listed 6 from the 14 which I have put up for assessment. It just seemed a shame not to clear the lot out of the way whilst I was looking at them, and I was cognisant of your comments above about not assessing my own work at B class. I am watching with interest to see just how much 'meat' there needs to be on an otherwise acceptable article for it to get over the line to B class. If you would like me to use what I have already picked up to mark the thinner ones down on B2 and save you the job let me know.

I have come across over a dozen US warships with no referencing at all, but "This article incorporates text from the public domain Dictionary of American Naval Fighting Ships." at the bottom. In all cases B1 was set to 'yes'. Eg USS Marcus Island. Does this qualify as "It is suitably referenced, and all major points have appropriate inline citations."? I assume not, but I am wary of undoing several dozen assessor decisions.

Hi Gog. I have never entered the competition so have no idea how it works! I wouldn't worry too much about not assessing your own work when changing the individual checks. After all if you change a check to yes for grammar and no for coverage the article assessment will stay the same (broadly, it might switch between start and c-class automatically through the template). It is only in assessing an article as B-class (ie all checks as yes) that that you need to be a bit careful about promoting your own work.

With regards the latter point. I tend to mark such articles as no for B1 as I think that each fact should be verifiable. Otherwise there is no way to tell if someone has entered some nonsense in the middle of the text and everyone assumes it has come from the reliable PD source - this is the reason why, as you say, the guidelines say inline citations are needed. Some people may have different opinions but there is no issue with being bold, changing the assessment and providing your reasoning in the edit summary. Editors can always enter discussions afterwards if they have different opinions, the fix could be as simple as converting the attribution text to a proper inline citation and just citing each paragraph (though the person making that change would need to check that the source backs up everything in that paragraph) - Dumelow (talk) 20:29, 15 February 2018 (UTC)

Thank you again. I have down checked the 5 thinnest conquistadors on B2 and removed them from the assessment requests. I have as you suggested marked the uncited US Navy articles down on B1; I have also tagged them as unreferenced while leaving a, hopefully, friendly message on their talk pages. It would seem appropriate that I help out by assessing some of the other items on the assessment requests page. But I am not sure what the requirements are. I would say go for it. We all have to start somewhere and you seem to have a reasonable grasp of what is required. You can just choose the articles on the review list that you are comfortable with (eg. those that you think are clearly B class). If you want some practice there are loads of articles listed at Category:Military history articles with missing B-Class checklists, Category:Military history articles with incomplete B-Class checklists and Category:Unassessed military history articles that need assessing and many will be more clear cut than those listed in the requested review section - Dumelow (talk) 21:42, 17 February 2018 (UTC)

My current aim is to push down the total articles outstanding in the only need structure and only need grammar categories. (They make good training articles for me and it is an achievable aim.) One irritation is a possible bug. Do you have any idea why 14th Ohio Infantry is showing under articles needing attention only to structure when that has been ticked - the negative issues are referencing and grammar? It had [[Category:Military history articles needing attention only to structure]] in its category section in the article space. Because this is a talk page only category it doesn't show up on the list of cats at the bottom of the article but does add it to the category. On a related note if you want to link to a category (like you did in your message above) you need to add a colon before the "category:..." bit. Eg: [[:Category:Military history articles needing attention only to structure]]. Alternatively enclosing it in <nowiki></nowiki> tags will stop the software from encoding it as a category (but won't link the reader to the page). Otherwise you add the page in question to the category - my talk page was in the above category until I edited your comment! Hope that makes sense, categories get a bit complicated - Dumelow (talk) 20:43, 19 February 2018 (UTC)

Oops. Only just noticed this. Categories are a bit of a mystery to me, but at least reading through your comments and edit gives me some things not to do.

A query. I have been doing some GA assessing. (If you would like to quality control me let me know and I'll let you have a list of the articles. (I officially have a mentor, but that doesn't seem to be working out, unless silence implies content.)) I was browsing looking for GANs in my knowledge area when I came upon Safavid Georgia. Probably a bit long for me. But the big issue is that in the long list of "Safavid valis, khans, and vassals" there is only one reference. I would have expected at least one per line. What would your view be?

I have worked, well and cheerfully, with the editor on a couple of other articles and am wary of suggesting that they need a further 47 references when I know that I am shaky on the rules around lists. Your view would be much appreciated. Gog the Mild (talk) 23:16, 15 March 2018 (UTC)

I don't have much experience with lists - I have written only one that I can remember. I tend to find that they unnecessarily break the flow of articles when included in the main text like this one. It might be best if the list can be split out to a separate article: List of Safavid valis, khans, and vassals, or similar, and linked from the main article. In terms of referencing I have seen it done a few different ways: sometimes each line is referenced with a footnote in a separate "reference" column; sometimes each column header is referenced to a single source and sometimes a note at the bottom of the table gives the reference for the whole lot. I think if it is retained in the article each of the sub lists would need at least some form of this referencing for verifiability. Like I say, I am far from an expert in this area though - Dumelow (talk) 01:21, 16 March 2018 (UTC)

Guideline and policy news

• The autoconfirmed article creation trial (ACTRIAL) is scheduled to end on 14 March 2018. The results of the research collected can be read on Meta Wiki.
• Community ban discussions must now stay open for at least 24 hours prior to being closed.
• A change to the administrator inactivity policy has been proposed. Under the proposal, if an administrator has not used their admin tools for a period of five years and is subsequently desysopped for inactivity, the administrator would have to file a new RfA in order to regain the tools.
• A change to the banning policy has been proposed which would specify conditions under which a repeat sockmaster may be considered de facto banned, reducing the need to start a community ban discussion for these users.

Technical news

• CheckUsers are now able to view private data such as IP addresses from the edit filter log, e.g. when the filter prevents a user from creating an account. Previously, this information was unavailable to CheckUsers because access to it could not be logged.
• The edit filter has a new feature contains_all that edit filter managers may use to check if one or more strings are all contained in another given string.

Hi again. I am after some further advice. What else? I assessed Avar–Byzantine wars for GA. An easy pass. It has gone straight up for A class. I would like to comment as an A class assessor, but wondered if there it is frowned on to assess an article at both levels? Hi Gog. It is not something I have come across before. In my opinion no issue as an A-class review requires three supports/reviews before it can pass anyway. April 2018 Milhist Backlog Drive

G'day all, please be advised that throughout April 2018 the Military history Wikiproject is running its annual backlog elimination drive. This will focus on several key areas:

• tagging and assessing articles that fall within the project's scope
• adding or improving listed resources on Milhist's task force pages
• updating the open tasks template on Milhist's task force pages
• creating articles that are listed as "requested" on the project's various lists of missing articles.

As with past Milhist drives, there are points awarded for working on articles in the targeted areas, with barnstars being awarded at the end for different levels of achievement.

The drive is open to all Wikipedians, not just members of the Military history project, although only work on articles that fall (broadly) within the scope of military history will be considered eligible. This year, the Military history project would like to extend a specific welcome to members of Wikipedia:WikiProject Women in Red, and we would like to encourage all participants to consider working on helping to improve our coverage of women in the military. This is not the sole focus of the edit-a-thon, though, and there are aspects that hopefully will appeal to pretty much everyone.

The drive starts at 00:01 UTC on 1 April and runs until 23:59 UTC on 30 April 2018. Those interested in participating can sign up here.

Guideline and policy news

• Administrators who have been desysopped due to inactivity are now required to have performed at least one (logged) administrative action in the past 5 years in order to qualify for a resysop without going through a new RfA.
• Editors who have been found to have engaged in sockpuppetry on at least two occasions after an initial indefinite block, for whatever reason, are now automatically considered banned by the community without the need to start a ban discussion.
• The notability guideline for organizations and companies has been substantially rewritten following the closure of this request for comment. Among the changes, the guideline more clearly defines the sourcing requirements needed for organizations and companies to be considered notable.
• The six-month autoconfirmed article creation trial (ACTRIAL) ended on 14 March 2018. The post-trial research report has been published. A request for comment is now underway to determine whether the restrictions from ACTRIAL should be implemented permanently.

Technical news

• There will soon be a calendar widget at Special:Block, making it easier to set expiries for a specific date and time.

Arbitration

• The Arbitration Committee is considering a change to the discretionary sanctions procedures which would require an editor to appeal a sanction to the community at WP:AE or WP:AN prior to appealing directly to the Arbitration Committee at WP:ARCA.

Miscellaneous

• A discussion has closed which concluded that administrators are not required to enable email, though many editors suggested doing so as a matter of best practice.
• The Foundations' Anti-Harassment Tools team has released the Interaction Timeline. This shows a chronologic history for two users on pages where they have both made edits, which may be helpful in identifying sockpuppetry and investigating editing disputes.

Guideline and policy news

• The ability to create articles directly in mainspace is now indefinitely restricted to autoconfirmed users.
• A proposal is being discussed which would create a new "event coordinator" right that would allow users to temporarily add the "confirmed" flag to new user accounts and to create many new user accounts without being hindered by a rate limit.

Technical news

• AbuseFilter has received numerous improvements, including an OOUI overhaul, syntax highlighting, ability to search existing filters, and a few new functions. In particular, the search feature can be used to ensure there aren't existing filters for what you need, and the new equals_to_any function can be used when checking multiple namespaces. One major upcoming change is the ability to see which filters are the slowest. This information is currently only available to those with access to Logstash.
• When blocking anonymous users, a cookie will be applied that reloads the block if the user changes their IP. This means in most cases, you may no longer need to do /64 range blocks on residential IPv6 addresses in order to effectively block the end user. It will also help combat abuse from IP hoppers in general. This currently only occurs when hard-blocking accounts.
• The block notice shown on mobile will soon be more informative and point users to a help page on how to request an unblock, just as it currently does on desktop.
• There will soon be a calendar widget at Special:Block, making it easier to set expiries for a specific date and time.

Arbitration

• The Arbitration Committee is seeking additional clerks to help with the arbitration process.

Obituaries

• Lankiveil (Craig Franklin) passed away in mid-April. Lankiveil joined Wikipedia on 12 August 2004 and became an administrator on 31 August 2008. During his time with the Wikimedia community, Lankiveil served as an oversighter for the English Wikipedia and as president of Wikimedia Australia.

Query

Hi. Hopefully I am throwing enough articles at B class peer review to justify that barnstar. And I managed to enter 13 articles into April's contest without having any ruled ineligible - phew! There is an issue which you may be able to help me with. I am trying to get a measure on just what is enough with regard to b2, coverage and accuracy. Specifically, HMS Claverhouse seems borderline to me. I reckon that it just fails b2. That said the article includes about all of the information there is on the topic. Just had a look at the contest page - nice work on getting all those articles to B-class (so many Romans!). With regards the Claverhouse article I think you are right in that it is very close to B-class. However, for a facility that has been in use for almost 80 years (and recently at that) there ought to probably be a little more on its service history. I had a look but couldn't find anything else written about it, I guess there might be something in local history books - but perhaps not. These sorts of places are always a bit difficult, particularly as they often aren't "exciting" enough to leave a big footprint in the history books. Maybe more will come to light in the future - sometimes when you revisit old articles a few years later new sources have sprung up seemingly out of nowhere. One thing I did notice is that the passage below (from "Service history") didn't make sense to me. Perhaps it was fragmented during your improvement work:

"Decommissioned on 15 August 1945, Claverhouse then became the Training Centre of the Forth Division but there was a Drill Ship as main base until decommissioning in 1958. Royal Naval Reserve, until the division was disbanded in 1994."

Last first. Thank you for not putting improvements in inverted commas. That piece of nonsense has survived from when the article was first written. Very well sourced it was too. I don't know how I missed it. Now sorted.

Good. Thank you. What I thought. About two sentences on 80 years just doesn't do it. Even if it is all that readily comes to hand. Thanks for that. I am doing a fair bit of B class and GA assessing (and a bit of A and FA) and saying no on an intangible sort of thing like what is enough coverage can be tricky. You have reassured me that I am taking broadly the right tack.

I came across a number of good prospects for working up to B class during the drive. Yes, quite a few were consuls. I have just put one in for GAN; he did become emperor, if only for 11 weeks. I have put 6 in for B class review so far this week, but with a broader range of topics.

Hi Gog, you are doing great work on all these Byzantine characters. I am afraid it is a bit out of my area of expertise, however I would say he qualifies for MILHIST - I think the campaign forms a significant enough part of his overall life. I have dropped off in editing since the Milhist backlog drive but I am hoping to pick up again soon - I am keen to get the assessment backlogs vaguely back in hand (they actually grew during the backlog drive as so many new articles were tagged) and knock off a few articles I have had in sandboxes for a while - Dumelow (talk) 21:18, 1 June 2018 (UTC)

Thank you for the words of encouragement, and the advice. I thought that you had been a bit quiet. I reckon that I have had a surfeit of article assessing for a while (bar QPQ stuff at B class and GAN - I am trying to give 2 for 1 with the latter) from the drive. It was fun at first but became a bit of a chore maintaining focus towards the end. Still, you tempt me to while away an hour knocking off some hill forts. Great work on Razing of Friesoythe by the way, very impressive to bring it from nothing to GA so quickly and it had a great outing on DYK. If you get it to FA you'll qualify for the Four Award. Thanks. It should be A class by now, but it is bogged down over US free use of the photos. I should probably go for different images, but those fit it so well. Guideline and policy news

• Following a successful request for comment, administrators are now able to add and remove editors to the "event coordinator" group. Users in the event coordinator group have the ability to temporarily add the "confirmed" flag to new user accounts and to create many new user accounts without being hindered by a rate limit. Users will no longer need to be in the "account creator" group if they are in the event coordinator group.
• Following an AN discussion, all pages with content related to blockchain and cryptocurrencies, broadly construed, are now under indefinite general sanctions.

Technical news

• IP-based cookie blocks should be deployed to English Wikipedia in June. This will cause the block of a logged-out user to be reloaded if they change IPs. This means in most cases, you may no longer need to do /64 range blocks on residential IPv6 addresses in order to effectively block the end user. It will also help combat abuse from IP hoppers in general. For the time being, it only affects users of the desktop interface.
• The Wikimedia Foundation's Anti-Harassment Tools team will build granular types of blocks in 2018 (e.g. a block from uploading or editing specific pages, categories, or namespaces, as opposed to a full-site block). Feedback on the concept may be left at the talk page.
• There is now a checkbox on Special:ListUsers to let you see only users in temporary user groups.
• It is now easier for blocked mobile users to see why they were blocked.

Arbitration

• A recent technical issue with the Arbitration Committee's spam filter inadvertently caused all messages sent to the committee through Wikipedia (i.e. Special:EmailUser/Arbitration Committee) to be discarded. If you attempted to send an email to the Arbitration Committee via Wikipedia between May 16 and May 31, your message was not received and you are encouraged to resend it. Messages sent outside of these dates or directly to the Arbitration Committee email address were not affected by this issue.

Miscellaneous

• In early May, an unusually high level of failed login attempts was observed. The WMF has stated that this was an "external effort to gain unauthorized access to random accounts". Under Wikipedia policy, administrators are required to have strong passwords. To further reinforce security, administrators should also consider enabling two-factor authentication. A committed identity can be used to verify that you are the true account owner in the event that your account is compromised and/or you are unable to log in.

Guideline and policy news

• An RfC about the deletion of drafts closed with a consensus to change the wording of WP:NMFD. Specifically, a draft that has been repeatedly resubmitted and declined at AfC without any substantial improvement may be deleted at MfD if consensus determines that it is unlikely to ever meet the requirements for mainspace and it otherwise meets one of the reasons for deletion outlined in the deletion policy.
• A request for comment closed with a consensus that the {{promising draft}} template cannot be used to indefinitely prevent a WP:G13 speedy deletion nomination.

Technical news

• Starting on July 9, the WMF Security team, Trust & Safety, and the broader technical community will be seeking input on an upcoming change that will restrict editing of site-wide JavaScript and CSS to a new technical administrators user group. Bureaucrats and stewards will be able to grant this right per a community-defined process. The intention is to reduce the number of accounts who can edit frontend code to those who actually need to, which in turn lessens the risk of malicious code being added that compromises the security and privacy of everyone who accesses Wikipedia. For more information, please review the FAQ.
• Syntax highlighting has been graduated from a Beta feature on the English Wikipedia. To enable this feature, click the highlighter icon () in your editing toolbar (or under the hamburger menu in the 2017 wikitext editor). This feature can help prevent you from making mistakes when editing complex templates.

Lucius Manlius Torquatus (Praetor 49 BC)

Hi Dumelow. I hope that everything is going well with you. I haven't harassed you for a while so I thought that it was about time. I have done some work on Lucius Manlius Torquatus (Praetor 49 BC) and it has just been assessed as B class. I cannot decide whether it is a suitable candidate for a GAN. I have had 23 articles promoted to GA in the last 6 months, so I am getting a feel for the process, but this one seems borderline. I would appreciate it if you could give it a skim - NOT a pre-GAN check, just a quick look over - and let me know if a) I would be pushing my luck b) no reason why it couldn't be the basis of a GAN or c) it's on the margin, depends on the assessor and/or how much I can fluff it up. Hi Gog, been a bit busy with work recently so haven't been editing so much. I see you are still doing great work on MILHIST articles. I am by no means well acquainted with the ancient era but I have had a look over the Torquatus article and can't find much wrong with it (I would perhaps look to expand the "Epicurian" section or else integrate it into the rest of the article). Don't worry about it being too short - there are plenty of "short" GAs of a similar style eg: Nikephoros Komnenos, Eustathios Daphnomeles, Manuel Erotikos Komnenos or Nikephoros Xiphias. Demonstrating comprehensive coverage of what is available in reliable sources is the key - if the information doesn't exist the article may never get any longer. I'd give it a shot at GAN if I were you - Dumelow (talk) 11:21, 31 July 2018 (UTC)

Guideline and policy news

• After a discussion at Meta, a new user group called "interface administrators" (formerly "technical administrator") has been created. Come the end of August, interface admins will be the only users able to edit site-wide JavaScript and CSS pages like MediaWiki:Common.js and MediaWiki:Common.css, or edit other user's personal JavaScript and CSS. The intention is to improve security and privacy by reducing the number of accounts which could be used to compromise the site or another user's account through malicious code. The new user group can be assigned and revoked by bureaucrats. Discussion is ongoing to establish details for implementing the group on the English Wikipedia.
• Following a request for comment, the WP:SISTER style guideline now states that in the mainspace, interwiki links to Wikinews should only be made as per the external links guideline. This generally means that within the body of an article, you should not link to Wikinews about a particular event that is only a part of the larger topic. Wikinews links in "external links" sections can be used where helpful, but not automatically if an equivalent article from a reliable news outlet could be linked in the same manner.

Technical news

• The WMF Anti-Harassment Tools team is seeking input on the second set of wireframes for the Special:Block redesign that will introduce partial blocks. The new functionality will allow you to block a user from editing a specific set of pages, pages in a category, a namespace, and for specific actions such as moving pages and uploading files.

Guideline and policy news

• Following a "stop-gap" discussion, six users have temporarily been made interface administrators while discussion is ongoing for a more permanent process for assigning the permission. Interface administrators are now the only editors allowed to edit sitewide CSS and JavaScript pages, as well as CSS/JS pages in another user's userspace. Previously, all administrators had this ability. The right can be granted and revoked by bureaucrats.

Technical news

• Because of a data centre test you will be able to read but not edit the wikis for up to an hour on 12 September and 10 October. This will start at 14:00 (UTC). You might lose edits if you try to save during this time. The time when you can't edit might be shorter than an hour.
• Some abuse filter variables have changed. They are now easier to understand for non-experts. The old variables will still work but filter editors are encouraged to replace them with the new ones. You can find the list of changed variables on mediawiki.org. They have a note which says Deprecated. Use ... instead. An example is article_text which is now page_title.
• Abuse filters can now use how old a page is. The variable is page_age.

Arbitration

• The Arbitration Committee has resolved to perform a round of Checkuser and Oversight appointments. The usernames of all applicants will be shared with the Functionaries team, and they will be requested to assist in the vetting process. The deadline to submit an application is 23:59 UTC, 12 September, and the candidates that move forward will be published on-wiki for community comments on 18 September.

On further investigation it seems that the material is in the public domain. There is a general attribution notice - footnote 4. I am unsure how to handle the editor having cut and pasted entire paragraphs. In places I am doing a GA assessment on paragraphs to which the editor has made no input. If this is allowable, then fine. But it is not a situation I have come across before. If I should kick this at one of the MilHist coordinators, let me know. Thanks. Hi Gog. The PD stuff is allowable in articles as long as it properly attributed as it appears to be here. Generally I have found that in almost all cases it needs to be heavily edited or rewritten to fit in with Wikipedia style and to match the rest of the article. Usually I find it easier to just treat them like any other source and write the content in my own words - particularly for FA and GA where consistency is more important. There's a few guidelines available:

• Wikipedia:Copying_text_from_other_sources#Can_I_copy_from_open_license_or_public_domain_sources?
• Wikipedia:Adding open license text to Wikipedia
• Wikipedia:Plagiarism#Copying_material_from_free_sources

It's not something I have come across in many places though. It is more common to see an entire article copied from a PD encyclopedia or similar (with an attribution tag at the bottom) that is then gradually added to or edited to more closely resemble a traditional Wikipedia article - selective copying over of paragraphs as in this case is more unusual. I would review it as you would a normal GA but note that there may be more problems with the style of the content pasted over. It used to be more common back before the QPQ system came in (even after that there were a few years when QPQs were waived for those nominating articles written by others). I lament its decline a little as I think it was a good tool to recognise new editors. Guideline and policy news

• Following a request for comment, the process for appointing interface administrators has been established. Currently only existing admins can request these rights, while a new RfC has begun on whether it should be available to non-admins.
• There is an open request for comment on Meta regarding the creation a new user group for global edit filter management.

Technical news

• Partial blocks should be available for testing in October on the Test Wikipedia and the Beta-Cluster. This new feature allows admins to block users from editing specific pages and in the near-future, namespaces and uploading files. You can expect more updates and an invitation to help with testing once it is available.
• The Foundations' Anti-Harassment Tools team is currently looking for input on how to measure the effectiveness of blocks. This is in particular related to how they will measure the success of the aforementioned partial blocks.
• Because of a data centre test, you will be able to read but not edit the Wikimedia projects for up to an hour on 10 October. This will start at 14:00 (UTC). You might lose edits if you try to save during this time.

Arbitration

• The Arbitration Committee has, by motion, amended the procedure on functionary inactivity.
• The community consultation for 2018 CheckUser and Oversight appointments has concluded. Appointments will be made by October 11.
• Following a request for comment, the size of the Arbitration Committee will be decreased to 13 arbitrators, starting in 2019. Additionally, the minimum support percentage required to be appointed to a two-year term on ArbCom has been increased to 60%. ArbCom candidates who receive between 50% and 60% support will be appointed to one-year terms instead.
• Nominations for the 2018 Arbitration Committee Electoral Commission are being accepted until 12 October. These are the editors who help run the ArbCom election smoothly. If you are interested in volunteering for this role, please consider nominating yourself.

@Dumelow: I've come across an interesting Welsh cricketer who seems to have done a fair bit in the military (more so than a brief first-class cricket career). DSO, MC, maybe Boer War, definitely WWI!!! Noel Phillips is the guy, I wonder what you can dig up? Hi StickyWicket, looks interesting. I've stuck what I could grab from the gazette on the talk page and will try to integrate it into the article later tonight or tomorrow. Seems he started in the militia, left probably in the mid 1900s and was then recalled for service in WWI. He rose to command the same battalion he started in, winning the MC, DSO and a mention in dispatches along the way. After the war he was a high sheriff of Radnorshire for three years and deputy lieutenant for one. Couldn't find anything from any other sources - Dumelow (talk) 18:09, 25 October 2018 (UTC)

@Dumelow: thanks again for adding his military info, much appreciated. It's good to know there's alot more to these guys than just a handful of first-class cricket appearances! • A request for comment determined that non-administrators will not be able to request interface admin access.
• A request for comment is in progress to determine whether the Mediation Committee should be closed and marked as historical.
• A village pump discussion has been ongoing about whether the proposed deletion policy (PROD) should be clarified or amended.
• A request for comment is in progress to determine whether pending changes protection should be applied automatically to today's featured article (TFA) in order to mitigate a recent trend of severe image vandalism.

Technical news

• Partial blocks is now available for testing on the Test Wikipedia. The new functionality allows you to block users from editing specific pages. Bugs may exist and can be reported on the local talk page or on Meta. A discussion regarding deployment to English Wikipedia will be started by community liaisons sometime in the near future.
• A user script is now available to quickly review unblock requests.
• The 2019 Community Wishlist Survey is now accepting new proposals until November 11, 2018. The results of this survey will determine what software the Wikimedia Foundation's Community Tech team will work on next year. Voting on the proposals will take place from November 16 to November 30, 2018. Specifically, there is a proposal category for admins and stewards that may be of interest.

Arbitration

• Eligible editors will be invited to nominate themselves as candidates in the 2018 Arbitration Committee Elections starting on November 4 until November 13. Voting will begin on November 19 and last until December 2.
• The Arbitration Committee's email address has changed to arbcom-enwikimedia.org. Other email lists, such as functionaries-en and clerks-l, remain unchanged.

Climbing the learning curve

Hi Dumelow. I trust that you are keeping well. I am attempting to set up a disambiguation page for "Siege of Berwick" - Siege of Berwick (disambiguation). I have shamelessly copied the existing "Capture of Berwick" page; although I note that that doesn't have "(disambiguation)" on the end. This is my first attempt at something like this, so I would be grateful if you could glance over it - no rush - and let me know of anything I have done glaringly wrong. Thanks. Hi Dumelow. No. If a disambiguation page can handle two disambig's at once, ie "Siege of Berwick" and "Capture of Berwick" then the separate "Siege of Berwick (disambiguation)" page is not needed. (I assumed that it couldn't.) Gog the Mild (talk) 18:21, 7 November 2018 (UTC)

Ah, I see. I think it could be done either way, there's probably enough overlap with the two terms to keep them on the same page (I note the Siege of Berwick (1318) article is confused on this matter itself with the first line stating "The Capture of Berwick was an event..."). If they are kept on the same page twhat you could do is have the hat notes on the "siege" articles read:

This page is about the siege of xxxx. For other sieges and captures of Berwick, see Siege of Berwick.

and for "capture" articles to read:

This page is about the capture/event/whatever of xxxx. For other sieges and captures of Berwick, see Capture of Berwick.

Both links end up at the same disambig page.

If you wanted to have them on separate disambigaution pages the thing to do would to change Siege of Berwick from a redirect to the disambiguation page and list all of the siege articles. Under the "see also" section you would like to the similar Capture of Berwick disambiguation page. With the reverse being true for the Capture of Berwick disambiguation page.

There is no requirement for a disambiguation page to have "(disambiguation)" in the title. It is usually only used when there is one primary topic (ie the most common use for that word/phrase) that takes the main name (eg. see Red and Red (disambiguation)). In cases where there is no primary topic the disambiguation page can use that word/phrase (eg. see Mustard). I don't know enough about the era to make the decision but if one of the siege/capture articles is the most well known by far and deserves to be the primary topic let me know and I can take you through the procedure.

Woodvale Park and uniqueness of war memorial

Hi there. Just a head's up that the DYK hook for Woodvale Park got mentioned here, with a potential problem flagged up. This came up when I was trying to see how much WWI coverage would be possible for 11 November. Hi Carcharoth, thanks for the heads up. The article reflects what the sources say - it may be that it was unique when it was unveiled in October 2014 but is no longer or else the source just got it wrong. There were two other (none-WWI) alts provided in the nomination so it can be switched for one of them. If you want to keep something WWI related for the 11th you could go with something like: "... that the First World War memorial at Woodvale Park in Belfast is cut to resemble a stone from Giant's Causeway?". I'll leave it with you. I note one of my other nominations, Noel Phillips, is due to run on the same day (I hadn't really though about Armistice Day when I was nominating these) - Dumelow (talk) 15:20, 8 November 2018 (UTC)

I don't actually have time to deal with it properly right now, but wanted to let you know. Not sure if that set is actually running on 11 November. I assumed that when pointed to it. I can't actually work out which DYK prep queues will appear on which date. @L293D: Hi, I was building the prep set for November 11 and was trying to find more WWI hooks to fill it, so that's why I chose ALT2 over ALT1. As long as a nomination is verified and the hooks are cited inline, any hook could be promoted. We try to honor the nominator's preference, but I didn't see any word from the nominator. I also thought the nominator would appreciate having the hook nominated earlier rather than waiting for a month, as is usual with DYK's burn rate. Nice find Gog, thanks. I have added it to the article. I think an exchange probably did happen (a friend of mine has a pair of 1915 Zeiss binoculars with British Army markings. I suspect these would be from an official supply as I think most captured sets would stay with the man that found them and so would not be marked) but would struggle to prove it one way or the other at the moment. The learning curve steepens

Hi Dumelow, I wonder if you are regretting leaving that message "As always, feel free to drop by my talk page for advice whenever" yet? If you are, please feel free to say so. I have a collection of articles which I think do or could constitute a Good Topic. Gascon campaign of 1345, Battle of Bergerac and Battle of Auberoche. See here.

One of the requirements is "All articles or lists in the topic are linked together, preferably using a template, and share a common category or super-category." Now they are all in the Category:Conflicts in 1345, but so are plenty of others. Do I need to create a new category - Conflicts in Gascony in 1345? (Or conflicts in the Hundred Years' War in 1345.) If so, how do I do this? (I assume that there is a guidance page somewhere.) Re a template, they are currently subsumed into Template:Campaignbox Edwardian War as • Gascony (Bergerac • Auberoche). I am not sure that it makes sense to create a new template, but would appreciate your view.

I could, and perhaps should, post this on the Good Topics query page, but I thought that it may help to winnow the obvious stuff out first, and there is a query there which has been waiting for an answer since March. So my preference is to get it into half way decent shape, nominate it and deal with any problems at that stage.

Hi Gog, good to hear from you again. I don't have any experience at WP:Good topics but happy to offer some uninformed opinions (feel free to ignore)! My gut feeling is that linking them together through the existing Template:Campaignbox Edwardian War is enough. The guidance doesn't say that they need to be the only articles in the template (and indeed that there doesn't need to be a template at all). If desired we could always crate a new campaign box to link them but I don't see the value in having such a small box with two battles in it when the existing template provides the same information. Likewise I can't see any value in having a category just for these battles. I'd stick it up as is and see how it goes, feel free to let me know when you do so I can drop over there to support.

Just one minor thing: when you provide a link to categories, as in your comment above, you need to put a colon before the "category" part ie: [[:Category:Conflicts in 1345]], as otherwise it adds the talk page into the mainspace category. An interesting one!

So there I was just finishing off my Irish cricketers project and I stumbled acorss the Milo Talbot. He seemed a boring one-cap cricketer at first, but then I discovered he had quite a notable military career. He served, it seems according to this, in several military campaigns in the late 1800s and WWI. He even reached the rank of Major-General in the Egyptian Army. I've found some of the usual links on the Gazette, but wondered if you had or knew of any military sources where this guy might appear? Any expansion much appreciated as always! Hi StickyWicket, thanks for the heads up. I've expanded the article a bit. As you say, he had an interesting career with active service in Afghanistan, the Sudan and WWI. I'll try to take another look at it tomorrow and tidy it up a bit (I'll move the article to a new name also as I think it is a bit misleading to describe him as a cricketer now). Hi Dumelow. Wow, that expansion is looking great. Who'd have thought a minor first-class cricketer would help plan the Gallipoli Campaign?! Glad I stumbled across him! Guideline and policy news

• Following a request for comment, the Mediation Committee is now closed and will no longer be accepting case requests.
• A request for comment is in progress to determine whether members of the Bot Approvals Group should satisfy activity requirements in order to remain in that role.
• A request for comment is in progress regarding whether to change the administrator inactivity policy, such that administrators "who have made no logged administrative actions for at least 12 months may be desysopped". Currently, the policy states that administrators "who have made neither edits nor administrative actions for at least 12 months may be desysopped".
• A proposal has been made to temporarily restrict editing of the Main Page to interface administrators in order to mitigate the impact of compromised accounts.

Technical news

• Administrators and bureaucrats can no longer unblock themselves unless they placed the block initially. This change has been implemented globally. See also this ongoing village pump discussion (permalink).
• To complement the aforementioned change, blocked administrators will soon have the ability to block the administrator that placed their block to mitigate the possibility of a compromised administrator account blocking all other active administrators.
• Since deployment of Partial blocks on Test Wikipedia, several bugs were identified. Most of them are now fixed. Administrators are encouraged to test the new deployment and report new bugs on Phabricator or leave feedback on the Project's talk page. You can request administrator access on the Test Wiki here.

Arbitration

• Voting in the 2018 Arbitration Committee Elections is open to eligible editors until Monday 23:59, 3 December 2018. Please review the candidates and, if you wish to do so, submit your choices on the voting page.

Miscellaneous

• In late November, an attacker compromised multiple accounts, including at least four administrator accounts, and used them to vandalize Wikipedia. If you have ever used your current password on any other website, you should change it immediately. Sharing the same password across multiple websites makes your account vulnerable, especially if your password was used on a website that suffered a data breach. As these incidents have shown, these concerns are not pure fantasies.
• Wikipedia policy requires administrators to have strong passwords. To further reinforce security, administrators should also consider enabling two-factor authentication. A committed identity can be used to verify that you are the true account owner in the event that your account is compromised and/or you are unable to log in.

Obituaries

• Shock Brigade Harvester Boris (Raymond Arritt) passed away on 14 November 2018. Boris joined Wikipedia as Raymond arritt on 8 May 2006 and was an administrator from 30 July 2007 to 2 June 2008.

Thanks for your work on this article. However, some of the information appears to be unsourced and/or POV (him being part of a 'strong' youth team, him playing in the USA etc.), some is phrased slightly too closely to the original for me to be happy, and some is in far too much detail. Hi GiantSnowman, I was just passing by. I disagree that it was too closely paraphrased, see the earwig analysis of my revision, the only closely worded section is the direct quote which is properly attributed - unless there's something else you noticed? The "strong" team claim came from "McComie came to national attention in the late 1980s with a talented St Augustine Secondary team led by gifted attacker, Jerren Nixon", I have readded it as "what was described as a "talented" team". I must have gotten my ref tags mixed up, the United States sentence comes from the News Day source which I missed - I have readded it. I quite like the second paragraph on his career, it adds colour to what is otherwise quite dry: "he played for x in 19-whatever, then played for y until 20-something. He retired in whenever". I think it is useful to know what style of player he was, particularly as he seems to have been a pioneer for goalies playing outside the box. I have readded the info. If you still disagree, feel free to revert any of this. I have expanded it a bit, mostly promotions and appointments. I'm still hopeful to find something of his career in India in the 1920s - it wouldn't have been with the 5th battalion, London Regiment which was a volunteer unit - Dumelow (talk) 23:27, 18 December 2018 (UTC)

Maybe his time in India will remain a mystery! I've had a look through Wisden at that time, but nothing. Strangely, he doesn't have an obituary in the 1972 Wisden either - I'd have thought his participation in the Fowler Match of 1910 would have guaranteed his inclusion. I might have to get in on this DYK lark, never looked into it much. I've made a start on Bond, missing a few references as a couple of sources are more OR. I find DYK attracts a few new eyes to articles which is useful for picking up my typos and other mistakes! There no mention of an MC in Bond's retirement announcement so I don't think one was awarded. I'll try to take a look over the article and add anything else I can find this weekend. Just a quick tip: when you cite to one of the other gazettes (Edinburgh or Belfast) you need to add "|city-Edinburgh" or "|city=Belfast" to the reference, otherwise even if the template name is changed (eg to "{{Edinburgh Gazette...") it still defaults to the London Gazette which breaks the links - check out my edit to the Bond article for an example. I'll pluck up the courage to nominate some at some point! Thanks for checking up on the MC, I think the source I found was copied by CricketArchive (or vice versa) and had the MC confused with a DSO. I'll remember to put the |city-Blah bit in - I just assumed it automatically recognised it! I've created the 526th (and as far I'm aware last) Irish first-class cricketer, Jack Gannon. Looks like he had a very interesting military career, highly decorated into his sixties in WWII. Died aged 97 too! I've got a few uni assignments on the go, so I'll expand him as I go. I remember something I read, once, in Opera News about the great Tatiana Troyanos. Here was a woman that had every right to complain at the Fates over her lot in life...she was abandoned by her parents to an orphanage, and she battled health issues for many years before dying of cancer at 55. (I remember reading that selfsame article about her and being amazed at what she had overcome.) And yet she remained ever gracious in her career and her professional dealings. The writer of the article, I remember, recalled assisting in a Metropolitan Opera performance of Giulio Cesare in Egitto, in which Kathleen Battle was singing. Battle was then in the throes of some of her worst behavior, and she was really letting people have it over trivial matters. And the writer said that when the curtain fell, he was about ready to tell her off, when he felt a tug at his elbow. It was Troyanos - she took him aside, smiled, and said, "Don't. It doesn't matter." It can be so tempting to get wound up over the least little thing around here. But every time I do, somewhere in the dark recesses of my mind...so deep that I feel her presence rather than hear it...I'm sure Troyanos is reminding me, too: "It doesn't matter." Jack Gannon

Wow! I come back to make a few more edits on that (I did get sidetracked a little minor counties side-project I have on the go) and Gannon is done! Amazing. Thanks for all your effort on these. Just a side note about where he died. Some sources say he died at Eastbourne, but one was very specific about him dying at the King Edward VII Hospital in Midhurst. This could make sense! In my last job I used to deal with past radiotherapy casenotes from this hospital, and as it's now shut this was a right pain in the rear to get hold of treatment records! But when I did, they all had stamped on them 'King Edward VII Hospital, Easebourne', the village between the hospital and Midhurst. I've amended his place of death. Gannon died in a nice place, that hospital was in the middle of nowhere surrounded by rolling countryside. A shame they closed it. The Gwynne-James one is rather sad, but I'm curious how these guys ended up playing for the Free Foresters - it's an anomaly in first-class cricket where not much is written down. Ernst von Manstein

Hi,

Just to let you know that I have put forward a case for the deletion of this page. Wikipedia:Articles for deletion/Ernst von Manstein (2nd nomination) Jontel (talk) 11:19, 30 December 2018 (UTC) I wonder whether Jontel has ever heard of the Panama scandals or the Dreyfus affair. This anti-Jewish atmosphere in France in the 1890's was in no way different from that in Germany. Manstein certainly NOT shared the conversion to Judaism with millions (as Jontel wrongly claims) since it was societal suicide, for a man of ancient nobility in particular. Why would a dissertation project from a renowned German university (clearly not a Jewish source!) pick him as an outstanding example - due to his lack of notability? Ridiculous!
