While I do not know the history of the page and the reasons for not creating a page on the BJP politician, clearly he is far more notable - he has WP pages on 4 Indian language Wikipedias while the current subject of this article has none. If an article on 'the other person' is published, it can then be decided how to disambiguate between the two.
