Both of these accounts are submitting the same draft on Draft:Shahab Khan or User:Zackoak/sandbox. Either this is one person with two accounts, or the second account is ripping off the first draft without attribution. Both are violations of the Terms of Service, but the former seems more likely. Awaiting administrative action - This is obvious enough to not require CU attention. The master claims to be a PR rep for Shahab Khan (see here), but haven't disclosed any COI with regards to their other editing. The registered account recreated Draft:Shahab Khan as their first edits, using a photo uploaded to commons by a previous sock.
