Appears to be some issue with the name, some links indicate him as Tavita Asotui Peter Eli, officially by CFL and others he is listed as Asotui Eli. Not mentioned in the target. Based on internet search results, I see that there's a UFO wiki claiming that it's related to Edgewood Arsenal (I tried looking for mention in the closest citation and failed to verify any mention of Penguin or Project Penguin), but nothing reliable, and nothing in a Google Scholar search.
