Okay, so this portal is pretty unique to my knowledge. Almost every instance of {{Transclude list item excerpts as random slideshow}} uses Outline of Cairo. I was not aware that was something TTH did for some portals he created.

Why would TTH do such a thing? Well, simply put because Template:Cairo is not a navbox... it's just a redirect to Template:User Cairo. That means the portal's subtopics section looked like this. I propose we delete with no prejudice to later creating a manually maintained portal.MJLTalk 01:32, 24 April 2019 (UTC)[reply]

Like @MJL, I was not aware of @The Transhumanist (TTH) building automated portals off Outline pages. The markup used is odd, and broke my previous searches.
