Does not meet WP:ARTIST. Previous AfDs mentioned sources in Deccan Herald and NIE; these seem to be magazine interviews and not necessarily independent of the subject. All other sources are about the festival/organisation itself with barely a passing mention. No evidence of artist inventing any notable work, only a potentially notable organisation.
