Toney is only mentioned in the context of his notable son Shaquille O' Neal. Take away his relationship (or lack thereof) with his son then we have an individual who briefly played college basketball. Notability is not inherited so this should be an easy decision for voters. Redirect to Shaquille O'Neal, which mentions Toney. This is often done with non-notable athletes who are related to notable ones - see Luke Wakamatsu, Ryan Fitzgerald (ice hockey), etc. The last one was just subject to AfD with the result of redirecting it to his notable father's article.
