Comment: if the assert that Cape Verdeans The actual figure may be 4,000, almost 1% of the total population, which would make it the highest ratio of Cape Verdeans in any foreign country can be substantiated/it can be shown that around 1% of the population of Luxembourg is Cape Verdean that would at least make some possible argument towards notability, but there would still need to be articles about it to pass WP:GNG. I would think that if that number if true there should be a few sources to work with. With neither of these countries using English as a first languages, I've had a hard time trying to find sources to establish notability. Delete or Merge into Demographics of Luxembourg. Not enough to be an article on its own, could be useful elsewhere in articles about the demographic makeup of the country. Royal Autumn Crest (talk) 19:35, 29 November 2021 (UTC)[reply]
Comment - Since there is little in the way of citations, it might make sense to transfer the information to Cape Verdean diaspora#International communities (which has a per country area) If more citations become available, there may be enough for a separate article. I just moved the info over there and it fits nicely.Patapsco913 (talk) 15:41, 2 December 2021 (UTC)[reply]
