 Comment: if the assert that Cape Verdeans The actual figure may be 4,000, almost 1% of the total population, which would make it the highest ratio of Cape Verdeans in any foreign country can be substantiated/it can be shown that around 1% of the population of Luxembourg is Cape Verdean that would at least make some possible argument towards notability, but there would still need to be articles about it to pass WP:GNG. I would think that if that number if true there should be a few sources to work with. With neither of these countries using English as a first languages, I've had a hard time trying to find sources to establish notability.   • Comment - Since there is little in the way of citations, it might make sense to transfer the information to Cape Verdean diaspora#International communities (which has a per country area) If more citations become available, there may be enough for a separate article.
