I changed the word "country" to state, as in this contact "Land" refers to a federal state of Germany (Bundesland). The text refers to his appointment as 1 December 1946, but in the page of Ministers President of the Rhineland-Palatinate it is given as 2 December 1946. I suspect it could be the difference between his nomination by the French military , and the date he was sworn in or installed in office. I have also changed the reference to "French occupants".
