  • The article is new enough and long enough. No copyvio or close paraphrasing found in spotchecks (most are non-English anyway). QPQ is done. However, the hook as it stands will not work, it attributes a direct quote that is both a different wording to the one in the source, and which the source does not note as a direct quote.                 • The way I interpret the Guardian article aligns with the article text, "There were suggestions to initiate a government campaign of condom usage", rather than there being a plan. I did a bit of digging, the information seems quite vague, but this source says that while there was a official position on condoms as early as 1996 among the health department it was not something that was really implemented.                   • CMD, this just isn't moving, and it can't without a workable hook. I'd like to suggest that you propose a hook that you think works, and then we find another reviewer to check it, perhaps theleekycauldron. Otherwise, either Jeromi Mikhael proposes their own hook, or this needs to close—at nearly three months, it's the oldest outstanding nomination, and some progress soon is imperative. Thank you.
