Mechanics of the apportionment of ministries[edit]

Does anyone know the details of how the ministries are apportioned among the various parties in the assembly? Does it go strictly by the number of seats the parties hold, or does the formula allot a portion to Unionist and a portion to Nationalist parties, and then divide those portions among the parties? Is there a minimum or maximum number of parties that can be represented in the Executive? Can cross-community parties hold ministries? And who decides which specific ministries go to which parties, and which MLAs? --Jfruh (talk) 19:43, 8 March 2007 (UTC)[reply]

Off the top of my head, unless it's been modified since, the allocation is a very strict order of claim based on the size of an assembly party (with ties broken by which party had the more votes at the previous election). So very slight changes of numbers can alter the Unionist-Nationalist balance - IIRC in the 2003-2007 Assembly, which never actually elected an Executive, the nominal entitlement did see one seat switch between Unionists and Nationalists a few times due to various Unionists leaving one party and/or joining another, thus tipping the balance for which party would get the last seat. The Ulster Unionists announced a sort-of coalition with the Progressive Unionists, announcing they registering the "Ulster Unionist Assembly Party Group" made up of the two, but it was ruled out of order as not fitting the legal definition of a "party".
The allocation involves the Speaker calling the various party leaders in the order of entitlement to literally pick a ministry and nominate one of their members to it then the next party gets one from whatever's left - and the only way to prevent the possibility of a particular party getting a certain contentious ministry is to beat them to it. If a party leader declines to nominate then the seats they would otherwise have go to whoever's entitled to an 11th seat (the formula could run to an infinite Executive) and in the 1999 nomination that proved an abortive farce some of the smaller parties were eventually offered the chance to nominate due to others declining. The parties can, of course, agree the ministries they're each going to take in advance, but that can only work when all are in accord. Timrollpickering (talk) 01:41, 23 December 2007 (UTC)[reply]

Current Executive[edit]

I recently reverted the edit of the section on the Current Executive, the reason was that the Current Executive is made up of Labour party members responsible for Northern Ireland. If we are going to be a crystal ball then it should be made clear that the details listed are that of a future executive. "The Assembly elects the First Minister and Executive"?[edit]

Hi, based on what I have been reading about the mechanics of the appointment of the executive, I'm not sure if this sentence from the opening paragraph is really accurate. Ministries are handed out in proportion to the party control in the Assembly, but I'm not sure that the Assembly "elects" the Executive in the sense that its membership gets to cast yes-or-no votes on its composition. For instance, Unionist parties currently control an absolute majority of seats in the Assmebly, but if they decided they wanted to keep Nationalists out of the Executive, they could not reject the current composition by voting against it the way a Westminster-based legislature could bring down a cabinet with a vote of no confidence. I'm not sure who in theory appoints the members of the Executive -- the Sec. of State for NI? -- but I think this sentence probably needs to be rephrased. --Jfruh (talk) 00:36, 4 April 2007 (UTC)[reply]

Content for pages on individual departments/agencies[edit]

Anyone got any ideas on the level of information that should be included in the individual pages for the departments and or agencies? As it stands there is very little information. I would imagine that we should provide more information on the remit of the department and at the very least the permanent secretaries. Also some of the structure of the department. Perhaps it should also included significant programmes/policies that are currently being implemented.Njg (talk) 02:35, 24 November 2007 (UTC)[reply]

Suspension of Executive/Assembly as against NI Departments[edit]

On a point of information while the executive and assembly was in suspension from 2002-2007 the departments were not, they operated with direct rule ministers. Direct rule ministers may have held multiple portfolios but each were publicly referred to as the minister for each of their departments. I think the table on ministers for each department should list the direct rule ministers rather than report it as "suspended".Njg (talk) 02:35, 24 November 2007 (UTC)[reply]

Wow, I can't believe this exists[edit]

This article is shit. It doesn't even include the most important thing that an article on this subject should include: The reason for a separate Northern Ireland governmental body. It needs to be written (written, not rewritten, since no article, currently, has been written), to include the reason for the body's existence, instead o a pointless list of every single remember of the body.                     ~Rayvn  00:37, 25 May 2010 (UTC)
