Isn't there a problem with the dates?[edit]

I'm sorry to mention, but the dates of birth and graduation seems incoherent. A bachelor degree at 13 might be a little early, but I doubt you start working in foreign Service in 1980, at 16 (as you can see in the source 6 PDF) Has anyone information about his birthdate?
