President pro-tempore of UNASUR?

Is there any evidence that the pro-tempore presidency of UNASUR passed automatically from Lugo to Franco? I mean, beyond mere speculation. According to this newspaper (in Spanish), Lugo is still acknowledged as the pro-tempore president, and he is about to give it to the Peruvian president Ollanta Humala.
