I added the Dubious tag after, "This rule, however, is virtually ignored completely," as the cited source is from 2011 and Major League Baseball ordered umpires to enforce this rule during spring training in 2015.

I originally came here to see if I could find out what would happen if a team suffered a second delay of game penalty. In all of my years of watching football, I have never, ever, seen a team have this happen. Is that because the penalty for the second time is unusually draconian?? After all, a team with the lead at the end of a game could conceivably do nothing, and just let the clock run out as they kept backing up five yards at a time by suffering a delay of game penalty time after time. If there is no actual more substantial penalty for a second consecutive delay of game, would the team be given another type of penalty? 209.179.0.121 I removed the {{dubious}} tag as the source cited says "Baseball’s rule book is routinely ignored, flouted and evaded" and gives sourced evidence of this. I then came here to the talk page and saw this thread.

If there's a source about "Major League Baseball ordered umpires to enforce this rule during spring training in 2015" then it seems like a great thing to add to the article where we can say that as of 2011 the rule was routinely ignored and that in 2015 MLB ordered umpires to enforce the rule. As the amount of time taken by pitchers is tracked by the statisticians there may well be follow-up articles about if the MLB order has had any affect.

FWIW, I know this is a year later and you are likely long gone but on the NFL delay-of-game issue the clock does not restart after a penalty in in the last 2 minutes of the first half or last 5 minutes of the game.^{NFL rulebook Rule 4, Section 3, Article 2, subsection (e)} Thus there's no clock management benefit to an intentional consecutive delay-of-game.
