I realize this article is an orphan and lacks a lot of necessary citations. In particular, the section of the duties and powers of the President are being translated into English from the constitution and will take a while to complete.

First, Kndimov, thank you for the work you are doing to improve Wikipedia. I realise that the article is still a work in progress, but I have marked it as reviewed because it is a valid subject with good information. By not adding it to any categories just yet I hope to protect this article from those looking for speedy deletions. I always welcome other users who wish to help.
