It would be good to have a supercategory for observers/monitors - individuals who are expected to observe sociopolitical processes and actions in a given context (geographical or by the type of process, such as fishing) and report on the events in a neutral way, generally without any legal right or obligation to intervene, though in some cases expected to make recommendations. It would include (at least):
You could say that these are a "non-paparazzi" equivalent of journalists - those who are observed are fully aware of being observed, and the observers have to aim at overall reports of the situation, and their reports are not filtered by the news organisation and its owner(s).
