I have had further communication by email with Lucian Piane. I asked him, in two separate emails in the same thread, if he was both the image author, and copyright holder/owner. He said yes, both times. I have forwarded this exchange to WP:OTRS, and it is now part of the original OTRS ticket that confirmed the image as free-use in the first place. Is that satisfactory?
