Reason: Ip address is currently blocked for vandalism. They were previously blocked for being an open proxy, so I am asking that this be checked again to see if it is an open proxy before I respond to his unblock request. This looks to be one of a dynamic pool of addresses used by a mobile phone company. It is Hutchison 3G UK Limited, http://three.co.uk in the London area. A mobile phone being used a a proxy server is implausible, but the effect of getting a different IP every time you log in means that a bad anon user is not blockable based on his IP. The entire range of addresses is 217.171.128.0/20. I would not shed any tears at a one-year block of that range anon-only, but it doesn't seem to be a very bad range. I suggest you might sample the last month's contributions from that range at this URL. Make a decision to unblock based on whether you think the range is mostly vandalism. It is not so easy to type on a mobile phone, and you are paying for the connection, so damage is limited. Successive edits from any IP in this range that are more than one hour apart are probably different people. Consider getting the person requesting unblock to create an account. {{opblocked}} -- I'm marking this 'opblocked' so it will be archived, but User:Dereckson is a well-established user on the French Wikipedia who has five years of talk page archives. I recommend that you go ahead and issue him an IP block exemption, so we don't have to track down Nishkid64 and renegotiate the /16 block on the entire Dedibox range. There is precedent for server farms to be hardblocked across the entire range, and I'm not sure we want to revisit that for the Dedibox ISP unless there is hardship to many people. It's possible that someone on an open proxy on a different IP on the network might be exiting from this IP, but there doesn't seem to be much evidence for it. Unlikely/excessive collateral, I'd say. It doesn't appear to be open directly. -- zzuuzz (talk) 17:08, 17 January 2011 (UTC)
I did not succeed in activating this as a proxy on port 80. In a quick look at the edits I did not see any vandalism. Suggest that unblocking this IP be considered. EdJohnston (talk) 05:42, 18 January 2011 (UTC)
