Involved parties[edit]

Statement by Ideogram[edit]

TingMing (talk · contribs) showed up recently and immediately started making controversial edits to dozens of Taiwan-related articles and reverting any opposition. He has already been blocked for 3RR. He is clearly not a new editor; it is possible he is a sock of Nationalist (talk · contribs) and his style is similar to Heqong (talk · contribs) who was banned for a month for personal attacks and tendentious editing.

Attempts to discuss are generally met with insults and lies. He has edit-warred with me over the placement of an insult on my talk page. --Ideogram 17:30, 23 April 2007 (UTC)[reply]

Statement by TingMing[edit]

The accusations that I am a sockpuppet of either Heqong or Nationalist is completely unfounded. The Check user on Nationalist confirmed that I was not a sockpuppet. My enemies keep lying and keep accusing me of being so, even though the Check user has confirmed that I am Not. Heqong is a really old user who stopped editing and I welcome any Check user on me to prove that I am also not Heqong. TingMing 00:22, 24 April 2007 (UTC)[reply]

I don't know about Nationalist. However, I am not him. I would not like to be grouped with him. Please assume good faith. Thanks Loren. TingMing 06:56, 24 April 2007 (UTC)[reply]

Ideogram and Jerrypp772000 have insinuated and insulted me blatantly. I am taken aback by the disturbing behavior of both users. And out of no where, another user appears to attack me. Vic226. The check user has proved that I am not a sock puppet of Nationalist. I welcome any new Check user to test again. You guys have serious issues if you think you can group me with crazy users like Nationalist and Heqong. TingMing 00:26, 24 April 2007 (UTC)[reply]

[2] Evidence that Ideogram first insulted me gravely for no apparent reason. Then I responded with the above comment that Jerry supplied. Check for yourself about the order. Clearly Ideogram's behavior has to stop. This really hurt me. TingMing 07:01, 24 April 2007 (UTC)[reply]

Statement by Jerrypp772000[edit]

I had been involved in the RfArb case for Nationalist that Vic226 was talking about. As a result, I know the editing patterns that Nationalist has. TingMing (talk · contribs), which I suspect is another sock of Nationalist, has edited a lot of Taiwan-related articles. Not only that, almost every edit is political. This user had been blocked once for violating 3RR, and has insulted other users such as Ideogram, and myself. In short, he has been disrupting Wikipedia.--Jerrypp772000 19:58, 23 April 2007 (UTC)[reply]

[3] Here's the evidence in which TingMing insulted Ideogram. —The preceding unsigned comment was added by Jerrypp772000 (talkcontribs) 00:40, 24 April 2007 (UTC).[reply]

Preliminary decisions[edit]

Arbitrators' opinion on hearing this matter (4/0/0/0)[edit]

Temporary injunction (none)[edit]

Final decision[edit]

All numbering based on /Proposed decision (vote counts and comments are there as well)

Principles[edit]

Wikipedia is not a battleground[edit]

1) Wikipedia is a reference work. Use of the site for ideological struggle accompanied by harassment of opponents is extremely disruptive.

Passed 8-0 at 19:28, 21 June 2007 (UTC)

Consensus[edit]

2) Wikipedia works by building consensus through the use of polite discussion. The request for comment process is designed to assist consensus-building when normal talk page communication has not worked. Sustained edit-warring and move-warring is not an appropriate method of resolving disputes, and is wasteful of resources and destructive to morale.

Findings of fact[edit]

TingMing[edit]

1) TingMing (talk · contribs · deleted contribs · logs · filter log · block user · block log) has engaged in edit-warring ([4]) and attempts to turn Wikipedia into a battleground along national and ideological lines ([5], [6], [7], [8], [9]).

Move-warring on Central Bank of the Republic of China (Taiwan)[edit]

2) The article Central Bank of the Republic of China (Taiwan) has been the subject of heavy move-warring. It was moved thirteen times in the space of eleven days, six times each by TingMing and Konekoniku and once by HongQiGong [10]. A discussion was finally started at 1.29 on May 8 by TingMing, (Talk:Central_Bank_of_the_Republic_of_China_(Taiwan)#Proof_that_name_not_changed). He was then blocked by Loren36 at 1.40 for "Continueed edit warring after warning", who then reverted him at 1.40. Konekoniku was not blocked. The resulting discussion has not yet produced a clearcut resolution.

Passed 8-0 at 19:28, 21 June 2007 (UTC)

Legal status of Taiwan[edit]

3) On May 7, TingMing made various changes to the article in five consecutive edits to Legal status of Taiwan. They were reverted, and when TingMing reverted again, Loren36 reverted him [11]. Loren36 then blocked him, stating "Repeated edit warring and deletion of opposing POVs from Legal status of Taiwan. 2nd disruption block" despite being involved.

Remedies[edit]

Note: All remedies that refer to a period of time, for example to a ban of X months or a revert parole of Y months, are to run concurrently unless otherwise stated.

TingMing banned[edit]

1) TingMing (talk · contribs · deleted contribs · logs · filter log · block user · block log) is banned from Wikipedia for a period of one year.

Log of blocks and bans[edit]

Log any block, ban or extension under any remedy in this decision here. Minimum information includes name of administrator, date and time, what was done and the basis for doing it.

  • On 6 June 2007, while this case was pending, MastCell blocked TingMing indefinitely for "numerous counts of disruption, vandalism, edit-warring, abusive sockpuppetry, and general incorrigibility." Based on discussion on the proposed decision page, the effect of this decision is that the minimum term of the indefinite block will be one year. Newyorkbrad 03:42, 22 June 2007 (UTC)[reply]
  • On 21 June 2007, SirFozzie blocked Nationalist indefinitely, as Checkuser evidence established that he is the sockmaster of the TingMing account. Since a ban applies to the person as opposed to a specific account, Nationalist is banned from Wikipedia for a minimum of one year. Blueboy96 15:04, 22 June 2007 (UTC)[reply]
