Per WP:INUSA, generic titles like this should not redirect to content about one specific country (these gaps are not specific to the United States). Educational inequality is a broader article but I'm not sure if that's the only one and if not whether it is the best one?   • Redirect per nom; WP:NOPRIMARY might relate to the "should this go to a specific country?" question, but I don't see any rationale for considering Educational inequality to not be the proper target of these general terms. I guess it is possible that "achievement gap" has broader applicability than just education, but I don't think I've ever run into it outside that context (maybe that's too IDONTKNOWIT, though; it's not a question I've researched).
