Keep, seems to be a user's draft or personal copy of comments he made which can now be found at Wikipedia:Village pump (technical)/Archive L#Ampersands in wikilinks, but note that that archive was retroactively created in August 2011 and much of the old text of the village pump wasn't searchable in those days, so it would have been entirely reasonable to create a personal copy of the text. Similar text can also be found at Wikipedia talk:Stable versions/Archive 2#Permanent link. I found this all out by checking what links to the title "Common Unix Printing System&oldid=32844867".
