The information linked to indicates that the State Library of North Carolina considers items in their collection to be public domain. It is not at all clear that this means all official works of the North Carolina state government are public domain. Comparing the terms of use for their official website, they grant permission for non-commercial reuse of state content, which is not compatible with the free license that Wikipedia is published under. Agency of North Carolina government or its subdivisions shall mean and include every public office, public officer or official (State or local, elected or appointed), institution, board, commission, bureau, council, department, authority or other unit of government of the State or of any county, unit, special district or other political subdivision of government.

I think this clearly indicates that it is public domain, since it is a public record work produced by an office of the government of North Carolina.
