Comment: I don't think that 2600:1700:8B60:CA00:3DB2:836C:D375:FC2E (talk · contribs) has the proper license to submit this image, since it comes from Youtube (ytimg.com is the Youtube preview thumbnail server) According to Youtube's term of service, extracting the image to use separate from a Youtube link is not allowable. S/he will need to find a different source, since the content in this image doesn't follow PD-simple, nor PD-US-Gov, nor PD-old -- 67.70.33.184 (talk) 17:35, 21 December 2019 (UTC)

A simple reverse-image search finds https://warwick.ac.uk/services/library/mrc/studying/docs/feminisms/, which shows that the image was published in July 1895. So unpublished is out the window. There may be enough information to establish a public domain claim for another reason through.

From a US perspective, the work is in the public domain as it was published before 1925. That's a good start.

The UK doesn't have a cut-off date like the US though, so we have to do more analysis. The newspaper says that the author is J. Hindle. A known author and a 1895 publication date for a photograph puts us in the "70 years after the death of the author" requirement. I wasn't able to find a reliable source for a date of death, but since the image was published 125 years ago, {{pd-old-assumed}} applies.
