No sufficient information that this file is either in PD or have permission to be hosted here or on Commons. Its indicated source, Pakistan Survey, http://www.columbia.edu/itc/mealac/pritchett/00maplinks/modern/pakadmin/punjabadmin.jpg, is vague and cannot be verified. Also affected:

  • Delete - The source provided for the first image is a direct link to the image. I'm not convinced that this album cover is actually released into the public domain, I'm seeing no statement on the file page that would indicate that this is actually free. Hog Farm Bacon 23:32, 15 August 2020 (UTC)[reply]

  • Delete: File was uploaded in February 2006 which predates OTRS per c:COM:GOF and there have been images kept for that reason alone; those, however, seem to be more or less photos where "own work" was being claimed or "copyright holder permission" was being claimed. Album covers, however, generally are protected by copyright, and that copyright tends to be held by the record company that releases the album (not the artist). According to Sleeping in the Nothing, the album was released by Sanctuary Records, which although was an independent label, was also listed as a subsidiary of BMG Rights Management. It seems likely that the largest independent record label in the UK (unitl 2007) would be releasing any of its album covers as PD. The source website www.kellyosbourne.org no longer exists, but this March 2006 archived version (the file was uploaded in February 2006) contains a clearly visible copyright notice at the bottom of the page; so, it's probably fair to assume that this includes covers all images as well. The editor who uploaed the file was a WP:SPA whose only edits were Kelly Osbourne related over a three-day period in February 2006. My guess is that this was just a fan who meant well, but was not very familiar with things like file licensing. It's also quite possible that the file was uploaded before much of pages like WP:NFC and WP:IUP were set up as they exist today. So, to make a long story short, this seems to be a good-faith mistake, but a mistake nonetheless and the file should be deleted per WP:F9 or WP:F10. The file's not being used and there's already File:Kelly Osbourne - Sleeping in the Nothing.jpg being used in the stand-alone article for the album; so, there's no reason to convert the file's licesning to non-free even though there are some slight differences between the two files. -- Marchjuly (talk) 02:39, 20 August 2020 (UTC)[reply]
