MediaWiki should know (via Babel box) what language options to present to users

• Problem: On Commons and Meta users are presented with a plethora of language options. Applies to transwiki links on Wikipedia too.
• Proposed solution: Get MediaWiki to recognise the languages a user knows via the Babel box on the userpage (or in a preferences setting)
• Who would benefit: Multilingual users would get a more efficient interface
