Make "Delete" tab viewable but greyed-out when the function is not available[edit]
Problem: Currently if you can't delete an article the delete button simply doesn't appear. So you don't know how to delete it or what the process is.
Proposed solution: Present the delete button on every article but grey it out with an information tip beside explainng how to delete a protected article
