Weak keep if someone finds sources--it should be in the published histories of the period, though it would probably take a library, not the web, to find them. It asserted importance, though, so it could not possibly be a speedy. Asserting someone is commander in chief of a national army is clearly asserting notability, and if it can be shown from any reference source that he held that position, he';s notable beyond any question.
