Delete per the lack of significant coverage in multiple independent reliable sources. I found only one source about the subject:

  This source provides one paragraph of coverage about the subject. But a substantial portion of the text is identical to the text in the subject's website at https://www.qixumusic.com/cn/about/^{Internet Archive}. It is unclear who copied from who.
Qi Xu (Chinese: 徐起) does not pass Wikipedia:Notability#General notability guideline.
