Stub about a municipal government department, flagged as needing references since 2009 without improvement, which barely goes any further than stating that its subject exists and "references" the fact only to its own self-published website about itself. As always, something like this could get an article if it could be properly referenced over WP:GNG, but is not entitled to keep a virtually unreferenced and virtually substanceless article just because it exists.
