Completing AFD nomination on behalf of IP user 74.0.139.105. On the merits... honestly, I don't think the subject meets notability either. Much of the core of the article (primarily the bit that would confer notability) is unsourced. The original rationale for deletion is that the article "Does not meet general notability guideline" (per this diff) and, on further review, I'm forced to agree. I attempted to trim the non-neutral language, and I largely succeeded... if we were also to trim the unsourced material, nothing would remain. I see several websites that mention Mr. Splake, but nothing that tips toward true Reliable Sourcing required for a WP:BLP. I'm happy to look at any sources you can find, but I'm coming up blank.
