WP:BLP of a person notable only as a city councillor. As always, this is not a level of political office that guarantees inclusion in Wikipedia in and of itself: to be notable enough for inclusion in Wikipedia, he would have to be able to demonstrate a substantive reason why he could be considered a special case of significantly greater notability than most other city councillors, which nothing here does.
