Unable to find any reliable sources independent of the subject to sufficiently establish notability. Search included his name in Arabic, "قمر علي عباسي" which yielded a few columns that he has written, but nothing written about him. Does not appear to meet WP:GNG or pass WP:AUTHOR. Keep Qamar Ali Abbasi is the perhaps the most important travelogue writer who writes in Urdu. The award from from APNS given to him in 1991 is very prestigious in Pakistan. Delete - I added every reference I could find in English (which happened to be one) and added a short bibliography. At the moment it's still not enough for me to change my vote to keep but I hope someone else can build on that and get a few more in there. At the moment the gentleman fails WP:GNG.
