Unreferenced article on the self-styled, self-appointed head-of-state of a proposed secessionist state. The article Khalistan movement makes clear that this a movement whose time has passed, and neither Khalistan movement nor Khalistan articles even mention the "president". I quite accept that governments-in-exile may be demonstrably notable per WP:NOTE, but in this case all we have is a weak secessionist movement which has not established a credible govt-in-exile. The "President of Khalistan" may merit a brief mention in Khalistan movement or Khalistan, but not a standalone article, as demonstrated by the fact that a google search throws in only tangential mentions of the subject in news reports on individuals, such as Khalistan ideologue Jagjit Chauhan dies.
