Based on my Google searching, I do not believe this particular Paul Blackburn meets our basic notability criteria for biographies. Specifically, I cannot find the third-party WP:RS necessary to establish notability. Simply appearing on Australian TV shows is not sufficient, if I understand our guidelines correctly.
