Delete: A magazine which has produced 6 issues in a decade, most recently 4 years ago. Searches show some mention, but relative to its founder more than in its own right. I guess the question is whether the 321 word piece from International Herald Tribune in March 2007 confers lasting notability: I would see it more as a brief notice, as much about founder as magazine, and certainly insufficient to stand alone as a demonstration of notability.
