Based on the author's username, this is likely autobiographical. But the main issue is that there do not appear to be adequate secondary sources to support notability. The best I can find are articles about some of the art he has exhibited (https://alltomstockholm.se/pagang/lagergrens-pappersdjur-galleri/), but these aren't really about him. This one has a tiny bit about him: mainly just his method for the art piece. I'm not fluent in Swedish, but we'd have to check if he "is regarded as an important figure", "is known for originating a significant new concept, theory, or technique", "has created or played a major role in co-creating a significant or well-known work or collective body of work" and that work has: "(a) become a significant monument, (b) been a substantial part of a significant exhibition, (c) won significant critical attention, or (d) been represented within the permanent collections of several notable galleries or museums".
