  • Keep. I found an English-language newspaper article and a Chinese-language master's thesis that ought to establish notability. This article discusses the teaching activities related to swimming and lifesaving of a Taiwanese couple who are the heads of the Chinese Taipei Water Life Saving Association and the association’s Taipei City Eastern Area branch. respectively. This master's thesis isn't online, but from the metadata shown, I think it is likely to have a lot of information on the association, since you couldn't write a history of lifesaving in Taiwan without giving appropriate coverage to the association's work.
