- Delete -- Looks to me like a club of WP:FRINGE cranks, with a very grandiose name. If it was not that issue 1 of their badly produced journal was on the web, and linked from the article, I might have thought the whole thing was a hoax. Peterkingiron (talk) 15:44, 1 May 2013 (UTC)[reply]
- Delete Yes, odd one this — have some artists misunderstood what "performing at the Fringe" means? Seems part art project, part hand-wavy pseudoscience (and I can't think what their meaning of troposphere might be). Anyway, I've been Googling National Tropospherics Commission for a bit and I can't find anything more substantial than the briefest of passing mentions.
