Does not meet WP:GNG, WP:NMEDIA, WP:NNEWSPAPER. The only source in the article is a primary source, their own website. Apart from that there is no significant coverage of the newspaper in secondary RS. Also important to note is that campus newspapers are very rarely notable as per University article guideline.
