Statewide office is not a requirement for an individual to meet NPOL. The majority of bios on Wikipedia are of individuals who have not held statewide or higher office. His notability comes from management of two very notable campaigns for national offices (Donnelly’s senate and Buttigieg’s presidential) and his leadership of a state political party organization.     This person, notable primarily as the chair of a state-level political party is not an automatic WP:NPOL pass, and the article isn't referenced well enough to get them over WP:GNG.
