Subject appears to be a fairly middling government/political figure, who has held mid-level offices in government departments (associate commissioner, deputy director, advisor to candidates but never the candidate), and therefore receives occasional mentions in local news coverage. Delete. He has not held any role that would confer an automatic pass of WP:NPOL, but the stack of badly formatted references aren't getting him over WP:GNG: it consists of a mix of primary sources (press releases, staff profiles on the self-published websites of his own employers, etc.) that aren't support for notability at all, and news articles that mention his name without being about him to any non-trivial degree. That's not how you reference a person as being notable enough for inclusion: he has to be the subject of a source, not just a name present in the text of an article about a different subject, before that source counts as a data point toward making him notable.
