Subject appears to be a fairly middling government/political figure, who has held mid-level offices in government departments (associate commissioner, deputy director, advisor to candidates but never the candidate), and therefore receives occasional mentions in local news coverage.   • Delete. He has not held any role that would confer an automatic pass of WP:NPOL, but the stack of badly formatted references aren't getting him over WP:GNG: it consists of a mix of primary sources (press releases, staff profiles on the self-published websites of his own employers, etc.) that aren't support for notability at all, and news articles that mention his name without being about him to any non-trivial degree. That's not how you reference a person as being notable enough for inclusion: he has to be the subject of a source, not just a name present in the text of an article about a different subject, before that source counts as a data point toward making him notable.
