He has been shortlisted for (but never won) a couple of awards that look moderately important. But "Mark Samuels" "white hands" gets 0 hits in Google News. It seems nothing of substance has been written about him by independent sources, so it will be impossible for us to write a satisfactory biography. Fails WP:GNG.
