  • Delete. Bikaner is not an internationally prominent global city, so its city councillors do not get an automatic WP:NPOL pass just for the fact of holding local office — but this article is completely unreferenced, which means there's no evidence that he passes the "who have received significant press coverage" part of NPOL #2.
