As written, this is basically just a WP:DICDEF of a concept, supported by a single historical factoid and the existence of a couple of factsheets on the topic -- and the only viable path to expansion I can see would violate WP:NOTHOWTO. There's certainly a place for content about this in LGBT rights in the United States and Asylum in the United States, but I just don't see that this needs its own separate article as a standalone topic in its own right.   • Merge and redirect to Asylum in the United States. This probably shouldn't have been an AFD... even the nom seems to think it should be merged, which can be easily done without article deletion.
