Extremely thinly sourced promotional BLP. I don't think he meets WP:NPROF, but I am in no real position to evaluate the sources. Comment. I am having a hard time figuring out what's what here as the references are mostly dead links, but there also seems to be a different person with the same name[1], who is some sort of an oil magnate in Russia and a former classmate of Putin. Keep for now. Most sources appear to be in languages I can't read, but sources like this [2] are supportive of notability. The Big Bad Wolfowitz (aka Hullaballoo).
