If the claims in this article are true, then this person is certainly notable, but I can't find any references. This may just be because records of Trinidad and Tobago's government from the turn of the century are difficult to find, but even so I would think that someone with as distinguished a career as the article claims Fitzpatrick had would leave some trace.
