Delete as per nom , for starters. Also consider that this is an article about a language that doesn't actually exist in any form, fictitious or not. There's either something enormous i'm missing or this is cruft of the highest and most baffling order. Far too many uses of the word "will", as well. The article, as it itself states, is an attempt to mis-use Wikipedia as a free wiki host for a project to develop a new language. Wikipedia is not a free wiki host. It is an encyclopaedia.
