The subject is a non-notable local politician. He's a councilman in a town of 50,000 people. All the references included in the article are local in nature; nothing seems to be beyond the state of NJ in terms of coverage.   • Municipal council is not a level of government for which Wikipedia grants an automatic WP:NPOL pass to all councillors in all municipalities — we do that only for the small and limited range of internationally recognized global cities, while for any place outside of that class a municipal councillor only qualifies for a Wikipedia article if you can make a substantive and well-sourced case that their notability extends well beyond the purely local. This doesn't really meet either condition — it makes no substantive claim of non-local significance, and it relies heavily on primary sources like the city's own website and his profile on the website of his own other employer, and thus isn't sourced well enough to claim WP:GNG instead of NPOL.
